Planning an IA

An Impact Assessment is a process that can be broken down in several steps: It starts with the description of a problem and the need to act, determines an objective to be achieved, identifies options for their achievement, analyses the impacts of each of these options, aggregates the impacts and compares te options and presents the results. The consultation of stakeholders within government and with non governmental actors should be part of each step. All these activities require a careful planning and timing.

In this section of the toolbox we provide guidance for the planning of the process and the related activities and we provide examples of practices of Impact Assessment which may inspire the planning of a new IA.
