1. PROBLEM IDENTIFICATION; 1.1. Defining the problem, its extent and causes: This IA is well-structured and clear. It makes quite extensive use of data (including a pie chart) and includes a flow-chart which highlights the unintended effects of the code of conduct. The scale of problem is identified, notably by looking at the problem from the perspective of countries outside the EU. A separate section is also included on the key drivers and who is affected.
