Why

1. PROBLEM IDENTIFICATION; 1.3.Developing a baseline scenario: In light of the obligation to adopt Union-wide and fully harmonised measures for free allocation laid down in Article 10a of the Directive, taking no further action is not a valid option and, therefore, a 'business as usual' scenario cannot be used as baseline for this IA.
In order to compare the impacts of the different options under each key issue, the other parts of the methodology need to be kept stable. Therefore, the approach used is to select one of the options under each key issue as a reference. These preselected options combined form a reference scenario, which is used for the impact analysis. The impacts of the other options under each key issue will then be assessed in relative terms compared to the reference scenario.
