The Stovepipe Model and the EU Standard Cost Model (http://ec.europa.eu/dgs/secretariat_general/admin_burden/eu_scm/eu_scm_en.htm) are used for the purpose of the Impact Assessment on the European statistical programme 2013-2017. The corresponding IA Report (http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=SEC:2011:1625:FIN:EN:PDF) gives an account of this application. The responsible DG is Eurostat.
