IA Report: Proposal for a Directive amending Directive 2003/96/EC restructuring the Community framework for the taxation of energy products and electricity

Type of practice:

The E3ME Model (http://www.camecon.com/AnalysisTraining/suite_economic_models/E3ME/purpose_and_design.aspx) is used for the purpose of the Impact Assessment on four different basic policy options with regard to the taxation of energy products and electricity. The TREMOVE model (http://www.tremove.org/) is used to assess the impact of two additional transport-specific policy options. To evaluate the impact of the revision of the Energy Taxation Directive in the light of the economic and financial crisis, the environmental and economic impact for the EU as a whole of the introduction of CO2 taxes in the Member States has been modelled using the QUESTIII model (http://ec.europa.eu/economy_finance/research/macroeconomic_models_en.htm).
