Why

1. PROBLEM IDENTIFICATION; 1.1. Defining the problem, its extent and causes: The IA provides a very detailed problem definition using an evidence based approach like it can be seen on the various tables and figures used in this section. It sets the scale of the problem and its evolution over time. Additionally it identifies who is most likely to be affected and it dertermines the underlying causes. For the problem definition of this Impact Assessment it is recommended to read the accompanying Annex I which provides a problem tree.
