Why

4. IMPACT ANALYSIS; 4.2. Assessment of impacts: Qualitative analysis: The IA provides an extensive qualitative analysis of economic, social and environmental impacts. In the Impact Analysis section every impact is analyzed for every option with the two criteria of likelihood and magnitude. In Annex 3 then, for every option the corresponding operational objectives are again assessed against the magnitude and likelihood of the economic, social and environmental impacts. Last but not least it is important to mention that the assessment of the likelihood and magnitude of the three dimensions of impacts results in a total assessment by multiplying the score of both. This way of analyzing impacts is called multi-attribute value theory.
