Why

3. DEVELOPMENT OF POLICY OPTIONS; 3.1. Identifying relevant, credible and proportionate policy options: The IA examines 4 sets (or “families”) of options that represent basic approaches (or “future scenarios”) to reforming the CMO, The options focus on the substance of a future CMO reform, but also deal with different policy instruments. The IA does not discard any of the options, not even one that would be difficult to implement because it would require the EU to go back on its international commitments.A good example of an unbiased assessment of ‘relevant’ options.
